The ideological considerations of the highest order, as well as the basic development vector, indicate the possibilities of new principles for the formation of the material, technical and personnel base. Preliminary conclusions are disappointing: increasing the level of civil consciousness provides ample opportunities for the distribution of internal reserves and resources.
